Snohomish County Fire District 19 is currently soliciting written bids for the "turn-key" installation of a new three phase 150KW size LPG fueled standby backup generator with a new 600 amp transfer switch to be installed at Fire Station 94 in Stanwood, Wa. The fire district will accept written project bids either in-person, electronically, or delivered via common carrier until the final deadline of 6 PM, August 12th 2021 at Station 94 located at 2720 212th St. NW Stanwood, WA 98292. The fire station facility currently has a fully operational but undersized and obsolete LPG fueled gen-set and transfer switch in use. . This project will require that the new generator powers 100% of Station 94 while on generator power. . Project pricing must clearly depict all installation charges, F.O.B. charges, new equipment placement costs, on-site delivery fees, any disposal fees, and local sales taxes. Scope of Work
Project Manager – Chief Keith Strotz
Project: Replace an old obsolete and undersized generator and transfer switch. Change the station configuration to be able to run 100 percent of the stations load at the same time on the new generator.
The desired completion is December 31, 2021. It is recognized that this target date may not be achievable due to industry product delays and shortages.
Upon award of the project, the successful contractor must document and declare in written format that prevailing wage will be paid by the contractor.
The contractor will need to supply and install the new generator. The generator will be a Kohler KG 150KW (208 3 Phase 520 AMP) propane generator. The old generator will need to be removed from the cement pad and the new generator installed on the existing pad.
The fire district will remove the roof over the generator and reinstall it once the new generator is in place.
The fire district will be responsible for installing and running a propane line to the new generator.
The transfer switch will need to be supplied and installed. The transfer switch will need to be a new Kohler KEP 600 Amp automatic transfer switch.
The contractor will need to run new power cables capable of handling the size and amperage of the new generator to the station.
The old generator ran about 50 percent of the station while on generator power. This will need to be reconfigured so that 100 percent of the station can operate while on generator power.
The contractor will need to remove the existing 30 HP soft start system and install a variable frequency drive (VFD) on the existing 30 HP pump motor and install a VFD drive on the existing 10 HP exhaust motor.
All Written bids must include the costs of any required onsite load calculation testing and warranty start-up procedures.
All bids must include any needed electrical permits.
All bids must include all equipment and supplies to finish the project, this includes all new panels, new conduit, and any other equipment needed.
All bids must show applicable sales taxes in Snohomish County (9.2%)
All bids received must demonstrate proof of WA business license registration (UBI number as per RCW 18.27)
All bids received must demonstrate evidence of proper business insurance coverage.
All bids received must clearly state product warranties and factory authorized repair service availability.
The successful contractor will need to acknowledge that this fire station facility is occupied and in ACTIVE USE on a 24/7 basis and therefore must remain available for local 911 emergency responses at all times.
All written bids received must be clearly marked or boldly labeled with the following identification: FIRE STATION GENERATOR PROJECT.
All written bids received by the deadline date/time will be opened and read aloud during that public meeting on that same date. All quotes received will then be reviewed by the fire staff and subsequently awarded at a later date yet to be determined. The fire district would seek to award the project to the most responsible bidder. The fire district is not bound to award ONLY the lowest bidder – but must justify if we do not.
The fire district reserves the right to waive any informalities found within this process or to reject any or all bids received. Any award decision(s) made by the board of fire commissioners is considered final.
Follow-up telephone calls with contractors and related informational exchanges or project clarification would occur following the opening of any written quotes considered for the award after August 12, 2021.
As per RCW 39.04.250, a project retainage amount of 5% will be held back to assure prevailing wage compliance for 30 days after project completion and customer acceptance has occurred.
